Performance-based asset management for complex infrastructure systems

Abstract

A new approach to managing the performance of complex infrastructure systems, which assists in the reduction of business and technical hazard, is described. Infrastructure is represented hierarchically, according to the levels of resolution at which the infrastructure system is managed. At each level the sub-system is described in terms of the processes it enacts in order to deliver performance. Process performance is captured in terms of a small set of performance indicators. Evidence of performance is assembled from all available sources, ranging from monitoring measurements and inspection records, design calculations and model studies to expert judgements, analogous cases and accounts of past failures. These principles are being implemented in a software-based decision support tool that provides an overview of system behaviour and a platform for testing alternative intervention strategies.
