Pilot Study of a Combined Postal, Telephone and Structured Interview Methodology for Assessing the Impact on Business of Existing Regulation

Abstract

This work was sponsored by the Regulatory Impact Unit of the Cabinet Office. The Cabinet Office reports directly to the Prime Minister, Tony Blair. The conclusions on the methodology were uncontroversial - several structured interviews would identify key issues which could then be tested for statistical significance through a postal questionnaire and telephone interviews. Of more concern to the Regulatory Impact Unit was the conclusion coming from the research of the impact of Britain's attempt to "gold plate" European Union regulations upon business decision making. The Regulatory Impact Unit was specific in that this exercise should be applied to the Surface Treatment Sector of the UK economy where substantial environmental regulation was present. However it was general "regulatory uncertainty" that turned out to be the significant factor for firms in this sector, whether it was uncertainty about forthcoming regulation or how the regulation might be interpreted or the timing of the regulatory change. The analysis was seen to be "externally valid" with these conclusions being generalised from the Surface Treatment Sector to other sectors of the UK economy.
