The paper examines the extent to which NDFC signals a new phase in regeneration and in the way that urban problems are approached. More specifically, it will question what is distinctly ‘new’ about the NDFC approach. The first section traces the critique of various British regeneration initiatives between 1969 and 1997. The paper then examines New Labour’s conception of regeneration, and how this has shaped the current Government’s approach to ABIs and specifically, the New Deal for Communities. The second section presents an account of the New Deal for Communities programme, operating in the West End of Newcastle upon Tyne. The analysis concentrates on Phase 2 and the early stages of Phase 3 of the programme, in which the partnership management board – the Interim Steering Group – drew up its funding proposal for submission to the Government Office. This period also incorporated the launch of a Newcastle City Council initiative, Going for Growth, which proposed the demolition of over six thousand households, including homes in the New Deal for Communities area.
