The paper is devoted to the assessment of the error in dual frequency range finding due to the effects of diffraction on the local small size inhomogeneities of the electron density of ionosphere. The error arises from the fact that the so called ionosphere-free linear combination which eliminates the ionospheric contributions in the approximation of geometrical optics, in the full wave approach has a non-zero term due to the frequency dependent scattering on the small size fluctuations. Earlier we briefly addressed to the assessment of the contribution of diffraction into the range errors in the dual-frequency mode of operation and reported first results in [1]. Here we consider this problem in more detail. This treatment will not be confined by the case of the field weak scintillation, but will also account for strong scintillation due to employing the hybrid method for the analysis.
