This paper is an overview of the development of the freight transport policy of the European Union from the 2001 Transport White Paper in 2001: ‘European transport policy for 2010: time to decide’ to the Transport White Paper in 2011: ‘Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system’, incorporating the key reviews, daughter documents and policies in between. The methodology adopted was to literature review of the different sources, categorizing them as primary, the core policy documents of the EU; secondary, concurrent commentary and review of the policies, including that commissioned by the EU, and finally tertiary, sources after the event. The finding shows that by 2011, intervention, modal shift and intermodalism have been replaced by ‘smart’ and ‘green’ themes along side economic competitiveness and growth. The key change is that policy now looks to separate mobility from it’s negative effect and innovative technology is the chosen tool of the EU to meet ambitious emissions reduction targets, and this will be led by the decarbonisation of road haulage.
