Newspapers in Britain represent themselves as commercially independent organizations able, by virtue of that independence, to act as critical scrutineers of the political process. This discourse of independence and democratic oversight was recently deployed by the local and regional press in order to avert the expansion of publicly-funded media at local level by the BBC and by local government. This article contests the discourse of independence. It uses a case study of a local newspaper organization to demonstrate that the local press does enjoy substantial and significant support from the public purse and that the industry’s claims to act as independent scrutineers of the political process conceal more nuanced and complex relationships.
