This paper considers a search-theoretic model of a labour market with on-the-job search, where firms post starting wages and choose whether to ignore or match outside offers. An offer matching equilibrium with wage dispersion is more likely when productivity is high. Multiple equilibria with different wage dispersion and outside offers policies are also possible.
