The objectives of this paper are to assess the market potential and rail freight service attributes for low density, high value (LDHV) goods. Applying a transport demand modelling exercise, the potential transport demand is assessed. The service requirement is assessed through ten interviews with shippers and operators. The research finds that 12% of the current EU 27 and Switzerland (CH) road freight market belongs to the LDHV goods types transported over distances of 200km or more. Currently, however, this significant market potential is severely constrained by, among others: rail infrastructure capacity; extra handling cost, time and reliability risks at terminals; opening hours; and densely situated terminals and networks. The study suggests that a new rail freight service offering is achievable subject to meeting competitive service attributes such as reliability, cost, flexibility and transit time.
