Abstract

In knowledge-based societies, the interaction among aTriple Helix of university-industry-government is the source of innovation and development. Within a triplehelix regime, university-government interactions canhelp jump-start the creation of firms if they are absent,or if present, expand their growth. The triple helix development model for Africa represents a radical departure from the conventional development models that has separated the three institutional spheres—higher education, industry and government and has consistently left out universities from development strategies and policies.The paper outlines the triple helix model of innovationand development and the emerging entrepreneurialuniversity model as an academic reform strategy in thedeveloping world, whereby higher education is refocusedon issues of development, entrepreneurship and innovation.
