Abstract

This paper brings together perspectives from political science and urban studies to provide a more holistic framework for analysing local policy-making than previous multi-level perspectives. Drawing in particular on ideas of resource dependency in intergovernmental relations (Rhodes 1981) and municipalities seeking to garner the 'power to' achieve their political objectives (Stone 1989), it emphasises the importance of both 'vertical' and 'horizontal' actors in local governance arrangements.
