Abstract

The paper argues that decision-making is central to deliberative democracy, especially in its microinstitutional form. However, distinct trade-offs between theory and practice are required to ensurethat this link is present. These trade-offs also vary depending on whether the forums are based onsortition or partisanship. The paper locates the trade-offs at the various decision-making stagesbetween theory and practice in a partisan citizen forum in the Peak District in the UK.
