Trust Environments and Entrepreneurial Behavior: Exploratory Evidence from Estonia, Germany and Russia

Abstract

The paper explores the role trust plays in entrepreneurship in West and East Europe, using data from an international research project (supported by the Volkswagen Foundation). In a stable institutional environment (e.g., Germany, core regions in Russia) personal trust mainly plays a complementary role in entrepreneurship. In inadequate environments (e.g., periphery regions) it can substitute for institutional deficiencies. Forms of trust depend on the respective environments, drawing attention to the difficulties of cross-cultural classifications such as high-trust versus low-trust milieus. Limitations of the analysis refer to the cross-sectional nature of the survey data.
