Abstract

The RELOCAL project (EU Horizon 2020) runs from 2016 to 2020 and investigates spatial justice in relation to community and local development projects. At the empirical core of the RELOCAL project are 33 case studies from around Europe, including three in the UK. All reports follow a design and analytical process developed for the project. This report explores the first of the UK cases, a LEADER group in the Northumberland Uplands, which was active between 2008 and 2020. The action was aimed at mitigating rural-urban disparities, and furthering sustainability, through environmental and social inclusion actions and amenity, services, and job creation - though in its most recent phase, mainly the latter. The report finds that the capacity of the action to decide its own focus, and particularly to further social justice in the rural area have been constrained both by its structural inaccessibility to disadvantaged groups and by its framing through higher-level governance ultimately shaped in accordance with ministerial agendas.
