This paper will focus based on the Maritime carbon emission. On 13 April 2018, IMO's Marine Environment Protection Committee (MEPC) MEPC 72 adopted resolution MEPC.304 on Initial IMO Strategy on the reduction of GHG emissions from the ocean-going ship, Initial Strategy vision for the first time a reduction in total GHG emissions from international shipping to reduce CO2 emissions by at least 40% by 2030, pursuing efforts towards 70% by 2050, compared to 2008. Current Problems will focus on the fuel associated with existing hydrocarbon fuels and incoming alternative fuel LNG in the marine sector. Even LNG is promoted as cleaner marine fuel than other fossil fuels, producing negligible amounts of sulphur, mercury, SOx and NOx particulates. Consequently, there have the chance that methane slipping which is caused by the unburned LNG from engines. That means that using hydrocarbon fuel are the risk of source for carbon emissions. To eliminate the carbon emission completely, there will be critical thinking of the Clean Energy Hypothesis in research to start model linkage exploring specific scenarios of fuel usage in the marine sector. That concept is to come out with a three-domain system of raw fuel usage (any fuel combustion associated with carbon emission) and related with thermo-dynamic concepts. The World Marine Organisation, energy policies worldwide should initiate to align the clean energy hypothesis as the disciplined process to stop direct fossil fuel usage from dominating any raw fuels in the marine sector unless to convert clean energy fuel to achieve zero carbon emissions.
