In this short piece, Mauricio Figueroa argues that the approach of Public International Law to AI regulation, primarily placing the responsibility on states to ensure compliance, fails to address Big Tech and the significant disparities in enforcement capacities across different countries. This is due to its disengagement with political economy frameworks.
