In this paper the author investigates how well five theoretical approaches explain the task expansion witnessed in European Union (EU) environmental policy since the signing of the Treaty of Rome in 1957. He explores the arguments of the five perspectives and examines their utility in illuminating four chronological periods in EU environmental policy history. The author then presents an overview of key issues and processes that shed light on the merits of the analytical approaches.
