The adoption of the UN Convention on Biological Diversity means that sustainability has become a major goal. This paper considers the process of science review and stakeholder consultation that went into production of the FEP and considers the likely consequences and constraints on fishers' behaviour. The adoption of an ecosystem-based fisheries management scheme is likely to involve strict effort control, areas closed to certain fishing techniques and widespread incentive schemes for environmentally friendly fishing gear. The ecological and social needs for these controls will be considered and the impact on the sustainability of the ecosystem, fish stocks and fishery dependent communities will be assessed. © 2005: The Royal Institution of Naval Architects.
