A review of the potential for use of recycled materials in pavement surface course

Abstract

Road maintenance work in the UK consumes large volumes of quarried minerals. Use of recycled, in preference to primary, materials helps ease landfill disposal and reduce demand for extraction. Yet concerns over inferior performance and additional costs have hindered the otherwise widespread use of secondary aggregates in pavement surface asphalt which represents a value application and therefore introduces a few more requirements for both aggregates and asphalt property. Waste glass and steel slag are selected for analysis. This paper reviews standards and literature to identify relevant requirement; and reviews the performance record of pavement containing these recycled constituents. A study of waste arising and management indicates that, although potential supply is good, a few factors have effectively depressed the attempts to recycle them into asphalt surfacing on a commercially acceptable level. These barriers may also apply to the use of other waste materials and a few measures are suggested for their removal.
