Since 1997, Labour has attempted to develop a new approach to regeneration. However, the extent to which the Government will be successful in transforming regeneration depends on how far the thinking behind the Government’s approach is being implemented in practice. Using the case of resident participation in an NDC partnership, the paper argues that the official discourse of participation has failed to transform the local experience of participation (finding that two distinct local discourses of participation exist and are locked in a destructive conflict for dominance), and examines the implications of the findings for both research and practice.
