The creation of a European Intermodal Transport Network is a central theme of this final conference with the focus on the development of policy for developing intermodal transport across Europe. Transport policy is not unique in the way it is conditioned by • Political ideologies and priorities • Solutions to perceived problems • Past events and policies The challenge for European Transport policy is to create harmonised policy from and for a collection of countries that have different histories conditioned by these factors. The contention of this contribution is that improvements in intermodality will only come about if transport policy in the future takes a new methodological approach to thinking about the problems that exist. A systematic examination of where the problems exist can only succeed if policy makers focus on resolving the barriers to interoperability between transport systems.
